Labor law: the mobilization is not taking off, Valls ready to “improvements” – Les Echos

It is a relief for the government. There are no net start mobilizing against the labor law Thursday. The eighth day of action was barely better than the last as the police count: 153,000 demonstrators across France against 128,000 a week earlier. According to the CGT, mobilization even down 400,000 protesters at nearly 300,000.

Participation remained well below the peak of 31 March. There are nearly two months, between 390,000 people (according to police) and 1.2 million (according to the CGT) had beaten the streets against the reform of the Labour Code. The day of action has remained a fortiori far from the levels of mobilization against pension reform in 2010 (1 million according to police 3 million according to the unions)

.

guerrilla continued

the day was also marked by the pursuit of guerrilla committed at the end of last week between the CGT and the government suddenly blockade and filter dams or not and strike at refineries. Six out of eight were stopped or idling on Thursday and more than 2,000 gas stations in partial or complete rupture. The Prime Minister, Manuel Valls, will receive on Saturday the sector. On the transportation side, some localized movements were well taken but the train there was relatively little disruption. The main novelty on Thursday was the strike at nuclear power plants. But it was limited and did not lead to power supply problems.

The leader of the CGT, Philippe Martinez, has not eased the pressure, holding that Francois Hollande “no longer has majority” . But he also said he asked to be received by the Head of State. Explaining be unanswered for now, he accused the government of having “no will (…) to discuss with the first union in France” . An answer to Manuel Valls, who called the CGT “minority union” . At the Elysee, the entourage of the head of state said that a meeting “is not intended at this stage” , by first sending it to the government, “his interlocutor” . “To be received? What for, since the CGT always demand the withdrawal of the text? “, questions a counselor.

A small opening gesture

Even before opponents the text will take to the streets, the executive – not without some additional avoid blunders – had, on Thursday, a small gesture of openness. More in the hope of “hang up” FO, and part of the PS slingers, to calm the CGT. Manuel Valls, who explained yesterday that there will be “neither withdrawal nor questioning of Article 2 because it is the heart of the philosophy” of the Labour law, certainly once again excluded from “change the setting” . But on RMC, the Prime Minister acknowledged this time he could “always be changes, improvements” .

But why? “I do not know in” , has he said. A Matignon and the Elysee, is explained in one voice that “philosophy” and “balance” of text in general and Article 2 in particular “should not move” . The company agreement “primera” on the branch agreement, said the Finance Minister Michel Sapin. The majority, which “wants it to move” , grows on the possibility that the branch gives an opinion a priori on the company agreement and the overtime pay.

But “at this stage” , while the specter of petrol shortages seems to recede, the executive would like to avoid, anxious not appear on the decline. The next appointment of the street is fixed to June 14 Four days after the start of the Euro football. According to Jean-Claude Mailly, leader of the FO, “iron arm continues” .
