PARIS, Jan. 27 ( Reuters) – Prime Minister Manuel Valls said Tuesday a rate freeze highways, which were to increase by 1.07% on average on 1 February in order to leave the parliamentary working group time to review the ongoing discussions between the State and the motorway concessionaires.
