Sébastien Soriano tipped to take the lead ARCEP – The World

Chief Engineer of the Corps des Mines, Sébastien Soriano was director Fleur Pellerin’s office when she was in charge of the digital economy portfolio. It became his special adviser when she was appointed Minister of Culture. It has yet to be heard by the Committees on Economic Affairs of the two Houses of Parliament before his appointment to be validated. A refusal would be a first on this post.

Sébastien Soriano knows ARCEP to be exercised between 2004 and 2009. He was head of the unit mobile markets, then director of the regulation of broadband and high-speed markets, and Director relationships with local authorities. During this period, he has driven market analysis on virtual network operators (MVNOs), SMS call termination and roaming (roaming communications when subscribers are abroad). As head of high-speed broadband project, he also followed the case of the fiber.

A MIXED RESULTS FOR ITS PREDECESSOR

The mandate of the current president of telecoms regulator ends on January 3 and ends on a balance sheet that has led to much criticism. In particular it is alleged to have mismanaged the emergence of a fourth market operator, Free Mobile in 2012, and not have taken the measure of revenue declines that ensued for operators.

Mr. Silicani opposes critics ambitious investments implemented by operators under his mandate, to enhance the coverage, especially in very high speed, and advance the fixed-mobile convergence.

THE BUILDING OF MAGNITUDE

The deployment of fiber will be one of the major projects of the future President of ARCEP, which will ensure that operators continue to invest to cover the territory. According to Silicani, investments totaled € 7 billion in 2014, all operators, “a record” .

ARCEP is important in assessing the quality of networks: the latest publication, the quality of access to the fixed Internet, has led to an exchange of pleasantries between operators, Bouygues using its good ranking for advertising, Free Mobile believing meanwhile injured …

The monitoring of the merger between SFR, the second French operator and the cable operator Numericable, finalized in late November, will no doubt be of special attention, particularly in the employment front. The revenue erosion due to the arrival of Free on the market, the fears of SFR employees on the consequences of the merger and socially during Bouygues are all symptoms of a live stream.
